This position engages in specialized legal work in adjudicating hearings on appeals of Get Covered Illinois’ determinations of Illinois residents’ eligibility for enrollment in qualified health plans or related insurance affordability programs; adjudicating difficult and extensive hearings at the Department involving violations of insurance and other laws, including disciplinary actions against insurers and other licensees; conducting other hearings and preparing written reports; and conducting extensive and complex research in the determination of facts, statutory interpretations, and various legal matters. • Serves as an Administrative Law Judge for the Department in difficult and extensive hearings involving violations of insurance related laws, eligibility determinations for the State-based Exchange, and violations of other laws under the Department’s jurisdiction. The hearings may result in or affirm disciplinary action against regulated persons or may determine whether an insured, applicant, or beneficiary receives or maintains coverage, benefits, or financial assistance under applicable law.
• Conducts hearings and prepares written reports from testimony given Findings of Fact, Conclusions of Law, and Recommendations for action of the Department.
• Conducts extensive and complex research in the determination of facts, statutory interpretations, and various legal matters.
• Confers and consults with General Counsel to receive advice and guidance in resolving difficult, unique and/or problem cases and issues involving procedure, policy, statutory interpretation, legal analysis, or their application to specific matters under consideration.
• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Minimum Qualifications

• Requires a law degree and license to practice law in Illinois.
• Requires three (3) years of progressively responsible administrative experience in law.

Preferred Qualifications

• Prefers at least three (3) years of experience with common law and of the State and Federal laws, particularly relating to administrative and regulatory functions.
• Prefers at least three (3) years of experience with judicial and quasi-judicial procedure and the rules of evidence, hearings, and trials procedures.
• Prefers at least two (2) years of experience with laws relating to insurance, health benefits or health coverage eligibility, financial regulation, or public assistance programs.
• Prefers at least three (3) years of experience analyzing, appraising, and organizing facts, evidence, and precedents concerned in difficult and complex cases and in presenting such material in clear and logical form for oral or written presentation, as briefs, orders, reports, or decisions.
• Prefers at least three (3) years of experience utilizing the ability to plan, lay out, and review work relating to complicated legal problems.
• Prefers at least three (3) years of experience maintaining satisfactory working relationships with management, other attorneys, employees, and the general public.
• Prefers at least one (1) year of experience with principles of administration and management, including organization, controls and techniques used in dealing with management and procedural problems.
• Prefers at least intermediate proficiency with legal research databases, including LexisNexis or Westlaw.
