Description: Job Title: WebmasterLocation: Fort Sill, OK.Background: United States Army Fires Center of Excellence (FCoE) has the mission to train, educate, and develop Soldiers and Leaders; create and develop capabilities; and provide a Fires Force to support the Joint Warfighting Commander across the spectrum of operations in Joint and Multinational environments. The US Army Fires Center of Excellence – Fort Sill (USAFCOEFS) Chief Information Office Support Staff has the responsibility to provide Information Technology (IT) services to USAFCOEFS. The sustainment of current and emerging IT support is a critical enabler to accomplish all USAFCOEFS missions.Duties:

  • Provide comprehensive design, management, and continuous enhancement of the FCoE internal and external websites, portals, digital assets, and platforms (WPDAP) to deliver optimal functionality, robust security, and a positive user experience, all in alignment with the FCoE vision and mission objectives.
  • Provide technical assistance for all FCoE internal and external WPDAP leveraging Microsoft Power Platform applications (Power Apps, Power Automate, Power BI, Power Pages, Microsoft Copilot Studio, Dataverse), SharePoint, Teams, and supporting tools such as Vantage, Tableau, and Advana.
  • Provide expert guidance in web technologies, data management and visualization, workflow automation, and information security compliance, adhering to cyber security guidelines.
  • Support knowledge-sharing initiatives and collaborative technology implementation.
  • Provide information security and cyber security, ensure strict adherence to information security/information assurance policies and practices across all managed internet services.
  • Perform SharePoint administration functions managing SharePoint permissions, sites, document libraries, lists, Web Parts, and Templates.
  • Design, develop, and maintain FCoE internal and external websites, Power Platform applications, automated workflows, Power BI dashboards, data visualizations, SharePoint sites, lists, forms and associated databases.
  • Provide troubleshooting and technical assistance to FCoE, tenant units, Garrison, DENTAC, and MEDDAC.
  • Provide continuous improvement develop, enhance, and manage Command web properties – including intranet and public-facing sites – through custom SharePoint development, automated workflows, and proactive optimization for increased productivity.
  • Provide strategic planning to support the FCoE Chief Knowledge Officer in developing and executing long- and short-range plans, optimizing resource allocation to meet evolving user needs.
  • Provide technology innovations, recommend system upgrades and modernized solutions for web, print, and social media based on user feedback, technological advancements, and the unique FCoE/Army operating environment.
  • Provide prompt and effective user support, serving as a primary point of contact for FCoE web capabilities and a liaison with installation staff, Army personnel, and contractors.
  • Will utilize Adobe Suite, Bridge, Illustrator, Photoshop, Lightroom.
  • Provide daily logs of all work performed and provide COR monthly reports on the first (1st) working day of each month of work completed or work pending completion.
  • Respond to all routine service requests within four (4) hours of notification and complete all work within eight (8) hours of notification. Complex requirements taking longer than 8 hours to complete will be discussed with COR and a reasonable completion date will be established.
  • Engineer media sites to ensure consistency across domains.
  • Develop and maintain workflows approved by the COR.
  • Design, develop, and support web content with Blogs, RSS/News feeds, audio and video, and social networking services and their associated APIs.
  • Coordinate with business content owners and a variety of content providers, departments, and offices to provide solutions, drafting the final version for publication.
  • Provide input and feedback to content owners and management support on design, aesthetics, and implementation of enriching features and technologies within the government environment.
  • Perform reviews and audit actions for websites and online content for relevant and timely information, and compliance with regulations and policy.
  • Perform maintenance, administration, and enhancement of websites and web-based services.
  • Design and implement links, to other DOD websites, which comply with DOD and U.S. Army G-6 standards and regulations.
  • Identify changes necessary to upgrade websites and services.
  • Ensure compliance with Section 508 of the Rehabilitation Act of 1973 and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards.

Experience:

  • Have experience in web development and webmaster support as follows: Performing graphical design; site planning; and layout of web applications, websites, and web related services and technology utilizing dynamic and static web interfaces using HTML, DHTML, VB Script, Java Scripts, and Cascading Style Sheets.
  • Possess the ability to design, develop, and support web content with blogs, RSS/news feeds, audio and video, and social networking services and their associated APIs.
  • Possess the ability to create SharePoint pages and content utilizing basic web parts, administering permissions and groups, updating information, creating workflows, and basic maintenance procedures. The Contractor shall be able to perform reviews and audit actions for websites and online content for relevant and timely information, compliance with regulations and policy.
  • Possess solid oral and written communications skills.
  • Possess the ability to perform maintenance, administration, and enhancement of websites and web-based services
  • Possess the ability to design and implement links to other DOD websites that comply with DOD and U.S. Army G-6 standards and regulations.
  • Possess the ability to analyze and assess existing and emerging technologies to determine relevance to existing web environments including, but not limited to, software assessments, standardization assessments, and configuration topography/site structure assessments.
  • Possess the ability to identify changes necessary to upgrade websites and services.
  • Be familiar with Section 508 of the Rehabilitation Act of 1973 and the Architectural and Transportation Barriers Compliance Board Electronic and Information Technology (EIT) Accessibility Standards.
  • Possess coding skills in the following programming languages, frameworks and Content Management Systems (CMS): Hyper Text Markup Language (HTML), Hyper Text Markup Language 5 (HTML5) Cascading Style Sheets (CSS), Extensible Markup Language (XML) including Java Script (JAVA), JavaScript Object Notation (JSON), Personal Home Page (PHP), Structured Query Language (SQL), MySQL, Society for Worldwide Interbank Financial Telecommunication (Swift), Asynchronous JavaScript and XML (AJAX), Bootstrap, JQuery, syntactically awesome style sheets (SASS), Joomla!, WordPress, Drupal, Adobe Experience Manager (AEM), Concrete 5, Git, GitHub, Azure DevOps, PySpark, and TypeScript.
  • Possess software experience in MS 365, Power BI, Power Apps, Power Automate, Dataverse, Azure DevOps, Azure Storage, X code, VS code, PowerQuery.
  • Possess knowledge, skills and experience regarding Artificial Intelligence (AI), Large Language Models (LLMs), and Bot creation.

Education/Qualifications:

  • Possess a bachelor’s degree in computer science, information systems, or related field of study; OR five (5) years of webmaster-related experience.
  • Possess a SECRET clearance or able to obtain an INTERIM SECRET clearance.
  • Possess IAT Level III certification (CASP CE, CCNP Security, CISA CISSP (or Associate), GCED SSCP, GCIH).
