Description: Job DescriptionThe Utah State Archives and Records Service seeks to recruit and hire a qualified attorney to direct the new Government Records Office (GRO). The Director is tasked with the office’s daily operations, adjudication of records access appeals hearings, supervision of the Government Records Ombudsman, and office staff. The Director will also act as a resource to citizens and governmental entities in relation to government records, ensuring lawful access to records and information, and participate in and conduct training in records and information management and access.Minimum Qualifications:Applicants need to comply with the requirements of Utah Code § 63A-12-202 including:Be an attorney in good standing and authorized to practice law in Utah by the Utah State Bar Association.Be knowledgeable in state and local law and practice in relation to records access and management, specifically in regards to the Government Records Access and Management Act (GRAMA).Have good legal writing and research experience.Have experience with state agencies and/or local governments.Have experience managing employees.Possess the ability to write and administer Administrative Rules.Have the ability to adjudicate appeals relating to the disclosure or nondisclosure of records in a manner that is impartial, responsible, and strictly in accordance with the requirements of law.Be able to mediate conflicts.Be able to provide ongoing performance metrics and a report annually as required by Utah Code § 63A-12-202(6)Supplemental Information

• Risks found in the typical office setting, which is adequately lighted, heated and ventilated, e.g., safe use of office equipment, avoiding trips and falls, observing fire regulations, etc.
• Typically, the employee may sit comfortably to perform the work; however, there may be some walking; standing; bending; carrying light items; driving an automobile, etc. Special physical demands are not required to perform the work.
• DHRM rules apply for promotions/transfers.
