- Master’s Level Degree or Educational Specialist Degree in Education, Labor Relations, Public Administration, Human Resources, Labor Law, or related field
- Experience with administration, supervision, and organization of educational programs.
- Current or former K-12 teaching experience preferred. Experience and expertise in teacher evaluation systems, knowledge and training in Charlotte Danielson’s “The Framework for Teaching Evaluation” is preferred.
- Ability to lead, develop, supervise and evaluate personnel.
- Ability to effectively communicate orally and in writing.
- Experience, knowledge, and general exposure in the areas of personnel, labor relations, fringe benefits administration, and employment practices.
- Demonstrated ability to effectively interpret and apply all District requirements and Board of Education policies and regulations.
- Such alternatives to the above qualifications as the Board may find appropriate and acceptable.
JOB DESCRIPTION: * Assists the Assistant Superintendent of Human Resources with regard to all salaried staff.
- Conducts salary studies for all salaried staff.
- Responds to inquiries for the purpose of providing information, facilitating communication and reporting for all salaried employees.
- Assists District staff members with professional development compliance and state reporting.
- Assists in the interpretation of collective bargaining agreements and Board policies/regulations.
- Serve as liaison between the Assistant Superintendent of Human Resources and other departments, building administrators attending to routine administrative matters, and coordinating interdepartmental efforts, as necessary.
- Assists Assistant Superintendent of Human Resources with labor negotiations and general human resource inquiries from staff.
- Assist building leaders in coordinating Homebound staffing for general education students.
- Responsible for the development and maintenance of the certificated staff evaluation system.
- Project management of human resource initiatives to develop and implement internal policies, processes and procedures.
- Coordinate orientation and on-boarding of all salaried employees.
- Works with Assistant Superintendent of Human Resources, Deputy Superintendent for Teaching and Learning, Teaching and Learning leadership, and Special Education leadership on all salaried staff, postings, interviews, background checks etc.
- Serves as member of Board of Education’s bargaining teams, as assigned.
- Maintains knowledge of all federal, state and local laws that effect HR such as Michigan School Code, Public Employment Relations Act (PERA), FMLA, ADA, etc.
- Responsible for the entire recruitment process including, but not limited to, advertisement placement, interview arrangements, preparing interview questions and packets, reference verification, drafting acceptance or rejection letters and timely follow-up with administrative and teaching/ancillary staff applicants/candidates.
- Responsible for teacher recruitment fairs within the district and district attendance at colleges/university fairs or recruitment activities.
- Assists Assistant Superintendent of Human Resources with review and revision of Board Policies and Regulations, as requested.
- Assist district staff in accurate reporting of state and federal reports such as the Registry of Educational Personnel (REP).
- Monitor and ensure compliance with the state and federal requirements for all District professional staff.
- Responsible for identification and placement of properly endorsed and/or highly qualified personnel for all long-term teaching vacancies.
- Performs other duties as may be required by the Assistant Superintendent of Human Resources.
