The Department of State Treasurer is looking for a Director of State and Local Government. This is a full-time position (40 hours per week) with , including health insurance, paid vacation, paid sick time, paid holidays, as well as retirement.This position has been designated as Exempt in accordance with North Carolina General Statute § 126-5 (d)(2).About us:
The State and Local Government Finance Division manages the sale and delivery of most debt issued by the State and by local governments and public authorities and monitors the repayment this debt. The Division provides fiscal oversight of local governments and public authorities in North Carolina regarding their financial condition and compliance with governmental accounting standards, North Carolina General Statutes, and best practices in government finance. The Division serves as staff to the Local Government Commission (LGC), the North Carolina Capital Facilities Finance Agency (NCCFFA), and the Debt Affordability Advisory Committee (DAAC) in fulfilling their respective statutory functions and responsibilities.The Director of State and Local Government Finance Division oversees local and state government debt, capital financing, and fiscal compliance. This role advises the State Treasurer on fiscal policy, helps develop legislation and represents the Treasurer to government and financial stakeholders. It requires strong ethical leadership and coordination with state agencies, local governments, and financial institutions.The Department of State Treasurer’s campus is located on Atlantic Avenue, is surrounded by many shopping centers and restaurants, has access to a 24-hour 7-day a week free gym on the campus, and has free employee parking.Job Duties:Provides oversight of the Department’s agenda on state and local government policy matters.Advises the State Treasurer, the Local Government Commission and other officials on developments in the public finance industry and developing strategic initiatives to increase the efficiency and efficacy of the State’s public finance structure.Assists the Legislative Affairs Director with the Department’s state and local government legislative matters during session and in preparation for budget and legislative report cycles.Serves as the Department’s primary representative on public finance issues, including matters before the Local Government Commission and the Debt Affordability Advisory Committee.Oversees the development of the Local Government Commission agenda and guides.Works regularly with governmental officials on matters related to financial reporting, debt issuance and debt management.Knowledge, Skills and Abilities / CompetenciesQualified applicants must possess, and application must clearly reflect work experience that demonstrates the following:
