For a more complete list of benefits, click https://www.mybenefits.myflorida.com/.DUTIES AND RESPONSIBILITIES:This is a highly responsible position contributing to the independence of Florida’s elders by ensuring that the Aging Network Providers are paid timely. Knowledge of federal rules and regulations and applicable state laws, rules, regulations and statutes is required in this position. This position is responsible for carrying out the department’s values of accountability by ensuring that reimbursement to the service providers is accurate, justified and in compliance with the policies of the department and Florida statutes. Main duties and responsibilities are as follows:

  • Perform fiscal audits and reconciliation of monthly requests for payment to ensure accuracy of reimbursement requests, expenditures, contract balances, contract manager approvals etc. as received by the department from the service providers. Assign accounting codes and prepare contract invoices for payment processing. Provide technical assistance to contract managers and contract providers as needed. Complies with and monitors the mandatory requirements in section 215.422 Florida Statutes and Chapter 3A-24, Florida Administration code.
  • Establish and maintain Automated Contract Management System records which track service provider payments and expenditures. Independently analyze surplus/deficit levels which may exist with the service providers. Research data for internal and external customers.
  • Reconcile expenditures in the Florida Accounting Information Resource System (FLAIR) against expenditures in the departmental Automated Contract Management System (ACMS) and the USDA Program on a monthly and year-to-date basis to ensure accuracy and make adjustments as needed.
  • Responsible for the closeout activities for various contracts. Coding of refund and interest checks for deposit entries. Set up certified forward payables at year end.
  • Performs other related duties as required.

KNOWLEDGE, SKILLS & ABILITIES REQUIRED:

  • Knowledge of related state and federal laws, regulations and policies.
  • Knowledge of methods of data collection, analysis and report development.
  • Knowledge of government accounting and related state system (FLAIR).
  • Knowledge of techniques to establish and monitor efficient accounting methods to ensure integrity and accuracy of data and compliance with related requirements.
  • Ability to interpret and apply applicable state and federal laws, rules and regulations.
  • Ability to organize and prioritize work tasks, within a framework of multiple deadlines.
  • Ability to work independently.
  • Ability to communicate effectively verbally and in writing.
  • Computer skills, including Microsoft Word and Excel.
  • Computer automation skills, skill with automated accounting systems, identification of applications.
