Experience Requirement: Relevant experience may substitute for education on a year-for-year basisPosition OverviewThe Florida Department of Children and Families (DCF) is seeking multiple qualified and motivated professionals to fill the role of Government Operations Consultant II. This position plays a critical role in supporting administrative operations within the General Services Office of Design and Construction, with a focus on Fixed Capital Outlay (FCO) contracts, grants, and related services. The incumbent will work under the direction of the Assistant Staff Director and in collaboration with division managers and support staff.Primary Duties and Responsibilities
Responsible for developing, reviewing, and managing Fixed Capital Outlay (FCO) contracts and grant agreements in accordance with applicable state laws, rules, and departmental policies. Drafts and routes Letters of Intent (LOIs) and Memorandums of Understanding (MOUs) for appropriate signatures and collaborates with subject matter experts to ensure accurate procurement mechanisms. * Financial and Provider Oversight:Maintains accurate FCO financial records and submits spending plan summaries to the Budget Office. Serves as a liaison between the department and external providers, reviewing deliverables, monitoring provider performance, and ensuring contractual compliance. * Invoice and Budget Management:Processes payments for FCO projects, including services provided by architects, engineers, and contractors. Oversees financial tracking to ensure compliance with budget allocations. * Contract Monitoring and Compliance:Maintains official contract and grant files in accordance with departmental and statutory requirements. Conducts monitoring activities including site visits, desk audits, and file reviews. Provides technical assistance as needed. * Legislative Budget Support:Assists with the preparation and submission of the Department’s annual FCO Legislative Budget Request. Supports budget certification and related financial planning tasks. * Program Support Functions:Contributes to private sector leasing operations and ensures timely updates to relevant systems, including FL-SOLARIS, the Facility Inventory Tracking System (FITS), and the E-Plan Online Tier 2 reporting system. Participates in the administration of the State Energy Management Plan (SEMP).Required Knowledge, Skills, and Abilities
