Description: Under administrative direction for one or more of the following Ohio Department of Children and Youth (DCY) policies/programs: maternal infant wellness, early childhood development, early care and education, family support and stabilization, children services, foster, kinship, adoption, and young adult supports.Research and Policy/Program Development: Independently or as part of a team, conduct in-depth research and analysis on existing federal and state policies/programs, laws, regulations, and best practices to develop well-informed policy/program recommendations and proposals; draft new and revised policies/programs and procedures in accordance with government regulations, organizational objectives, and federal/state legislation; analyze policy/program impacts using data, economic analysis, and regulatory frameworks to inform decision-making; collaborate with internal/external stakeholders to gather input during the policy/program development process; ensure initiatives are integrated into broader operational goals; present policy/program proposals to management and stakeholders, incorporating feedback into final drafts; ensure policy/program communications are clear and accessible to all relevant and impacted areas; ensure all policy/program initiatives meet legal and regulatory federal/state requirements; stay updated on changes in the legislative environment and adjust policy recommendations accordingly; manage rule making process through life cycle of clearance to effective date; attend Joint Committee on Agency Rule Review (JCARR) hearings as necessary.Stakeholder Consultation and Communication: Facilitate partnerships and collaboration with internal/external stakeholders to ensure policy/program initiatives are integrated into broader organizational plans and practices within impacted areas; provide consultative expertise, technical assistance, training, and guidance to internal/external stakeholders regarding pertinent policies/programs.Under administrative direction for one or more of the following Ohio Department of Children and Youth (DCY) policies/programs: maternal infant wellness, early childhood development, early care and education, family support and stabilization, children services, foster, kinship, adoption, and young adult supports.Monitoring, Data Analysis and Reporting: Utilize data to assess potential and actual impacts of policies/programs; assist in developing and applying policy/program evaluation frameworks to ensure effective implementation; monitor policy/program outcomes and generate reports for leadership, highlighting key findings and recommendations for improvement; prepare plans, presentations, and reports for federal/state compliance and other leadership requests; engage with internal/external stakeholders to gather input and build support for policy/program initiatives; identify impacts and collaborate in design/implementation related to cross functional teams: fiscal, data, systems, legal, training, technical assistance, compliance, etc.Programs and Initiatives: Assist in operationalizing federal/state programs for statewide implementation; participate in administrative operations for policy division programs and initiatives; perform federal/state programmatic activities, procedures, and processes and operations.Performs other related duties as assigned (e.g., attends and participates in staff meetings; travels to attend meetings, conferences, and trainings; produces correspondence, reports, and other documents; maintains logs, records, and files).Specific duties of this position may include:

  • Monitoring and evaluating the implementation of Early Intervention (EI) providers for compliance with the requirements of Part C of the Individuals with Disabilities Education Act (IDEA) and corresponding regulations, state OAC requirements, contract and grant agreement terms, evidence-based practices, and other applicable standards.
  • Providing ongoing support and technical assistance to local EI agencies in implementing IDEA and completing grant/contract requirements, including conducting onsite program visits in conjunction with EI Program Consultants to offer individualized monitoring support and TA
  • Analyzing data from the statewide Early Intervention Data System (EIDS) to identify trends, patterns, and potential monitoring needs for additional technical assistance
  • Identifying statewide needs for professional development using data gathered from onsite county TA visits, monitoring activities, and EIDS data/user inquiries
  • Developing and presenting guidance and materials to support EI providers in implementing IDEA and maintaining high-quality documentation

Policy duties include:

  • Collaborating within all areas of the Department of Children and Youth on coordinating and improving early care and education programs.
  • Coordinating with state and local agencies responsible for Part C provisions of the Individuals with Disabilities Education Act
  • Reviewing draft Early Intervention rules for accuracy and alignment with federal Part C language, providing edits, creating new and updated guidance documents, and updating training modules to reflect changes
  • Collaborating with other divisions at DCY to produce policy and procedural guidance, communications, tools and resources specific for the Early Intervention professionals
  • Assisting in preparing communications for stakeholders
  • Coordinating and collaborating on inter- and intra-agency workgroups
  • Travel required

QualificationsCompletion of undergraduate core program in social or behavioral science, health services public administration, public policy management or comparable field; 36 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 12 mos. trg. or 12 mos. exp. in research methodology, measurement & testing, analysis of variance & survey sampling; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.-Or completion of graduate course coursework in social or behavioral science, health services public administration, public policy management or comparable field; 24 mos. exp. in researching, developing or implementing policies related to social services, health services, public policy or comparable field; 6 mos. trg. or 6 mos. exp. in use of computer hardware & software used for spreadsheets, statistical analysis, graphics presentation & word processing.-Or 2 yrs. exp. as Human Services Developer 1, 69461, with experience commensurate with duties to be assigned per posting of job opportunity (e.g., if assignment is in area of policy development for aid to dependent children, education, training &/or experience must have been in area of aid to dependent children).-Or equivalent of minimum class qualifications for employment noted above.
